    Crimea is now part of Russia, President Vladimir Putin said today at a signing ceremony that involved him, the prime minister of Crimea and the mayor of the city of Sevastopol. Despite protests from the U.S. and the European Union that Russia's actions in Crimea are illegal, Putin went forward with plans to annex the peninsula. Crimea was an autonomous region under Ukraine's control, but Russia moved to take the land after protests against Ukraine's president forced his ouster.

    March Madness kicks off today with the play-in games. Albany (N.Y.) plays Mount St. Mary's, and N.C. State plays Xavier. Two more play-in games take place tomorrow, and the main bracket fun begins on Thursday.
