City fine tunes accord

A casino-based revenue-sharing agreement between the City of Wellington and all towns in Sumner County is being fine-tuned as the deadline nears for the final decision on which casino developer will be selected for Sumner County. In December 2007, the Wellington City Council agreed conceptually to share a portion of the gaming revenue with the other Sumner County cities. “It is now time to determine the formula which will be ironed out during a work session scheduled for Tuesday, May 13,” said City Manager Gus Collins. Collins said the council has always supported a revenue-sharing agreement which would use casino revenue to benefit all communities in Sumner County. The Sumner County Commissioners are also supportive of the proposed revenue-sharing agreement, he said. “The City Council recognizes that the pursuit of a Destination Casino has been a County-wide effort, for the most part, and would like to share a portion of the gaming revenues,” said Wellington Mayor Roger Stallbaumer, The City Council has never requested any additional incentive from the two developers endorsed by the Sumner County Commissioners. “The two developers, Penn National Gaming and Marvel Gaming, who selected the Wellington area, have expressed a genuine interest in working with the citizens of Sumner County through investing in the area. We have always supported the site that will provide the most benefit to all Sumner County residents – which is Central Sumner County,” Stallbaumer said. Collins, members of City staff, and possibly some City Council members, are all planning to attend the May 19 and 20 presentations by all four casino developers to the Kansas Lottery Commission in Topeka. The presentations will be held from 1:30 to 4:30 p.m. on Monday, May 19, and from 9:30 a.m. to 4:30 p.m. on Tuesday, May 20. They will take place at the Capitol Plaza Hotel, located at 1717 S.W. Topeka Blvd. in Topeka, and will be open to the public. The deadline for the Kansas Lottery Commission to negotiate contracts with developers in the South Central gaming zones is May 27. The presentations to the Lottery Commission will provide information on the management and financial stability of each casino developer needed for contract negotiations. The Lottery Commission has already approved a contract with Penn National Gaming for the Southeast gaming zone. The Lottery will write contracts with all developers that qualify and forward those contracts to the seven-member Lottery Gaming Facility Review Board, which has scheduled meetings in Sumner County on Thursday and Friday, July 10 and 11. Those meetings will include public comment following presentations by the casino developers. No further details on time and locations have yet been set. After further discussions, the Lottery Gaming Facility Review Board will vote on the developers contract Thursday and Friday, Aug. 21 and 22.
