County Commissioners

February 4, 2019 9:00 a.m.

 

The Board of County Commissioners met in regular session in the Commission room of the Sumner County Courthouse. Those present were Chairman Jim Newell, Commissioner Steve Warner, and Commissioner John Cooney. Also present was County Clerk Debra A. Norris. The meeting was opened with the Pledge of Allegiance.

 

The Commission reviewed and unanimously approved minutes of January 28 and 29.

 

Jan Grace, Campus Operations Officer (COO) for the Cowley College - Sumner County Campus provided the Commission with an update of the construction and soft opening of the Short Education Building for the summer semester. Additional campus updates included information on upcoming GED classes, and free computer classes. Ms. Grace advised enrollment is up for the spring semester and a representative from K-State will be visiting the local campus for recruiting and transferring to K-State. An open invitation was offered to the Commission for a scheduled open house on April 27. More details will be provided at a later date.

 

A payment in lieu of taxes (PILOT) agreement and road use/road maintenance agreement for Wild Plains Wind Energy was provided the Commission for review. Present were County Treasurer Dannetta Cook, County Counselor Jack Potucek, Road and Bridge Director Melvin Matlock, Superintendent Doug Finch, Office Manager Chris Carter, Planning and Zoning Director Jon Bristor, County Appraiser Cindy Magill and Cartographer Jean Sauzek. Discussion included clarification of language of the agreement, including the first year and final year of production. Once clarification is received the Commission will review the agreement again.

 

At 10:30 a.m., upon unanimous vote, the Commission entered into executive session for 15 minutes with Counselor Potucek for an attorney/client privileged matter. Clerk Norris and Treasurer Cook were also present. At 10:45 a.m., the Commission reconvened in open session. No binding action was taken as a result of the executive session.

 

Counselor Potucek provided generalreviews and updates to the Commission.

 

The Commission reviewed and unanimously approved payables in the amount of $175,654.58.

 

The Commission reviewed and unanimously approved current year abatement orders in the amount of $14,303.84.

 

There being no further business, the Board of County Commissioners adjourned at 11:14 a.m.

Economic Development Director Stacy Davis provided the Commission with legislative and departmental updates.

 

Maintenance Director Joe Struble provided updates on window projects at the Health Department. After review, the Commission advised they would like to see more bids on window replacement and wall repair. Director Struble also offered additional departmental updates.

 

County Counselor Jack Potucek provided generalreviews and updates to the Commission.

 

The Commission reviewed and unanimously approved current year abatement orders in the amount of $3,671.30.

 

There being no further business, the Board of County Commissioners adjourned at 10:55 a.m.
